SEO Question

This question relates to Search Engine Optimisation-

If you have a website and you link to another site with a Google PR0 is that a negative thing for your site, neutral, or still a positive?

Now, the same as above, but the other site is linking to YOUR site. If that site is PR0, is that negative, neutral, or a good thing for you?

If you have a link from a PR0 page and they are optimised on an organic level, you may find that the link is very worthy!! Reason being is that they are probably not very far from having a PR level, they could be a new site and could be just days before they get their PR back, or they may of even also re-programmed some pages (changed file names etc.) this is also something that can happen, you change a file name from html to php, and suddenly that same page is 0 again, but the overall website is still of value, leaving the PR0 page not too far off.

I have seen many sites including one of my own be ranked on the 1st page of google with a PR page of 0, its not unusual. So with this in mind linking to a pr0 page can be a good idea, Funnily enough maybe if it was a pr1 i would be more cautious, because it may be stuck on a 1 for a reason, but with a pr0 its more likely to jump to a 2 or3 if its a new site and optimised organically.

The same applies if you link to a site with a lower PR0, bare in mind that once again if the site you link to has a PR0 and you have a PR4, you want to make sure the site is optimised organically. To test this you could also do a number of things. You could find out how old the site is? How many links are pointing to that site, have they re-programmed the site, are they a spamming site, what value are their pages and content amongst some other things including if the site looks professional etc., if all seems ok than yes sure why not do a link exchange.
